崗位職責:

Main Tasks:
1, Environmental, health and safety responsibility環(huán)境健康安全責任
- Observe the company EHS policy, procedures and working instructions.
- 遵守公司EHS政策，程序和工作指導。
- Assume liabilities to implement management programs and carry out the modification actions approved within the working area, to ensure that the EHS performance is improved continuously.
- 承擔在工作區(qū)域內(nèi)實施管理方案和實施已獲批的變更責任，確保EHS績效持續(xù)改進。
- Attend all EHS training as required.
- 參加EHS培訓。
- Have the responsibility for promptly reporting to direct supervisor in case of any incidents and near miss or exposure to hazardous substances.
- 有立即向主管匯報事故，未遂事故和危險物資暴露的職責
- Always practice good housekeeping and keep workplace clean.
- 保持工作環(huán)境良好。
- Take EHS requirements into consideration prior to any activity or work to make sure that the launching work is safe to prevent/minimize the safety risk, environment pollution and other potential hazards.
- 在開展任何工作前，考慮EHS要求，以確保進行工作并避免安全風險，環(huán)境污染和其它潛在危害。
- Inform their supervisions of any hazard, unsafe condition or practice.
- 向主管匯報危害，不安全行為和狀態(tài)。
- Maintain process safety documentation with latest version in accordance with every change, including P&ID, pipe service index, interlock/alarm list, explosion protection document, etc.;
- 每一次變更后，維護工藝文件最新版本，包括P&ID，管線索引表，連鎖/報警列表，EPD等。
- Organize the EHS review for existing plant, new investment project, or technical modifications as per BASF requirement.
- 按照BASF要求，組織現(xiàn)有裝置，新項目，或技術(shù)變更EHS審核。
- Conduct Pre-startup Safety Review (PSSR) on facilities and take follow up actions of plant startup findings.
- 實施開車前安全檢查，采取開車前安全檢查的跟進行動。
- Ensure all facilities including safety devices (safety valves, SIS) have proper design, installation, maintenance, and modification.
- 確保所有安全設(shè)施（安全閥，安全儀表）進行合適色設(shè)計，安裝，維護和變更。
- Ensure all technical changes or optimizations following BASF MOC requirements.
- 確保所有的技術(shù)變更或優(yōu)化，都按照BASF要求進行。
- Fulfill other specific requirements according to BCCS procedures.
- 根據(jù)BCCS程序，執(zhí)行其它特殊要求。
2，Process management 工藝管理
- Ensure the timely supply and quality of infra /utility and to eliminate deficiencies to ensure the production meet plant standards.
- 確保公用工程及時地的供應和質(zhì)量，同時消除缺陷，以確保產(chǎn)品滿足公司要求
- Be responsible of monitoring MOC implementation.
- 負責監(jiān)督MOC實施。
- Technical process optimization and monitor and analyze parameters.
- 技術(shù)過程優(yōu)化，監(jiān)視和分析工藝指標。
- Regular update the site fingerprint of utilities &Infrastructure, to support ADP/STP
- 定期更新基地公用工程基礎(chǔ)設(shè)施的能力，支持裝置資產(chǎn)發(fā)展規(guī)劃/基地整體發(fā)展規(guī)劃。
- Analyze complex process problem, identify where to involve addition specialists.
- 分析復雜工藝問題，判斷是否請專家介入。
- Responsibility for Process safety, SHE reviews and follow up action’s implementation.
- 負責工藝安全，SHE審核和跟進項的落實。
3，Technology management 技術(shù)管理
- Provide feasibility calculations by utilizing scientific tools, literature, and highly efficient expert team networking.
- 利用科學工具，文獻和高效專家網(wǎng)進行可行性計算。
- Consult, guide and coach project improvement teams during planning, execution, or trial phase.
- 在計劃，執(zhí)行或?qū)嶒炿A段，向項目團隊提供咨詢，指導和培訓。
- Definition, monitoring and controlling of KPIs for technical processes
- 定義，監(jiān)視和控制技術(shù)過程KPI。
- Process automation and digitalization management；Acting as the owner to maintain Site Energy Dashboard.
- 工藝自動化和數(shù)字化管理，維護基地能源中心的實際功能。
4，New Project Support 新項目支持
- During new project launching in site utilities&infractures, support technology manager on operation aspects, including material questions, training, manufacturing manual, quality control and technology related safety aspects etc.
- 在基地公用工程和基礎(chǔ)設(shè)施新項目啟動期間，在操作方面支持技術(shù)經(jīng)理，包括原材料，培訓，操作手冊，質(zhì)量控制和技術(shù)安全相關(guān)方面。
- Provide OpEx plan and monitor OpEx plan approved implementation
- 提供OpEx方案，.監(jiān)督批準的OpEx實施。
5，Production documentation 生產(chǎn)文件
- Creating of new projects and EHS-Q system upgrades to ensure an updated database in an easily accessible (integrated computerized) system.
- 創(chuàng)建新項目和 EHS-Q 系統(tǒng)升級，以確保在易于訪問的（集成計算機化）系統(tǒng)中更新數(shù)據(jù)庫。
- Provide updated records/data to relevant supervisors.
- 向相關(guān)主管提供更新的記錄/數(shù)據(jù)。
- Update all production procedures and ISO documents. Setup of process performance recordings by advanced DCS and on-line tools.
- 更新所有生產(chǎn)程序和 ISO 文件。通過先進的 DCS 和在線工具設(shè)置過程性能記錄
6, Finance support 財政支持
- Analyze financial data to develop prioritized corrective actions for utilities and manufacture cost control.
- 分析財務數(shù)據(jù)，為公用工程和制造成本控制制定優(yōu)先糾正措施。
- Support procurement team in reviewing / negotiating the contract of utilities, raw material, key equipment, etc.
- 支持采購團隊審查/談判在公用事業(yè)，原材料和關(guān)鍵設(shè)備的合同。
7，Personnel training 個人培訓
- Provide special training for basic function of new chemistry and equipment, its start-up and related fine tuning.
- 提供新化學品和設(shè)備基本功能、開車及相關(guān)調(diào)試專項培訓。
- Act as the ISO 50001 energy management of coordinator to follow the related responsibilities and authorities. (Details refer the nomination letter)
- 作為ISO 50001 能源管理協(xié)調(diào)員，履行相關(guān)職責和權(quán)限。 （詳情見提名信）
8，Main interfaces 主要交界面
- Site OpEx manager OpEx基地經(jīng)理
- Expert’s for automation 自動化專家
- Expert’s for EHS 基地安環(huán)保專家
- QC/QM manager 基地質(zhì)量管理經(jīng)理
- Expert process safety (site & EM) 工藝安全專家（基地和EM事業(yè)部）
- Project engineer 項目工程師
Ad hoc task as and when required.

Requirements:
Education: At least Bachelor in Chemical engineering or chemical process
Working Experience: More than 5 years’ experience in Chemical plant production, at least 2 years’ experience in management of chemical process.
Technical & Professional Knowledge:
- Analytical skills
- Fluent verbal and written English
- Intermediate proficiency in Microsoft office tools
- Familiar with ISO9001, SHE reviews, RCMS
